Communication ASCRC Chair Hendrix has course conflict this semester, Vice Chair Georgia Cobb will chair this semester, switch for next fall, then switch back for the following spring. A new Vice-Chair will be needed next academic year. The Committee approved the chair coverage. Camie will inform ECOS. Professor Coffin and Chair Hendrix met with ECOS regarding the draft Starfish Resolution. There was some concern that the resolution was a mandate. Faculty have options in how to apply the tool aimed at providing feedback to at risk students. Professor Coffin would like the faculty to take the lead in improving student retention by encouraging participation in Starfish and adopting the Education Advisory Boards, Six Roles for Faculty in Student Success. Professor Manuel, a member of ECOS will edit the resolution for ASCRC and ECOS to consider. The UFA is discussing the issue at 4:00 p.m. today. There is a lot of misunderstanding about how to use Starfish. Faculty need to know how it functions and can help students. It would be helpful for a representative from the Office of Student Success to attend faculty meetings to provide a demonstration. It is a tool for proactive intervention. Director French attended a meeting this morning. Starfish is an early-alert tool that can help students and is considered a best practice. Timely grade submission is also a practice that can give students a better understanding of their performance. Academic Advisors are starting to mention Starfish to students and it can now be introduced to students at orientation. Professor Coffin and Hendrix will help facilitate a faculty development workshop on How faculty members can support student retention. Participants will engage in open discussion and planning to determine how UM faculty can use the principles from  HYPERLINK "https://www.eab.com/-/media/EAB/Research-and-Insights/AAF/Resources/2018/32212_02-AAF-Infographic-11x17.pdf" Six Roles for Faculty in Student Success. The Workshop is on Wednesday, Jan. 23, from 2-2:50 in UC 332. Members were reminded that there is a spring deadline (January 30th) for the submission of curriculum forms pertaining to staffing plans. Deans are requesting items be submitted to their office on January 23rd. The Program Move Form for  HYPERLINK "https://umt.box.com/s/k6cj4uiuo6x0solob8i3f0zb11ly4wwn" Journalism to move to the College of Visual and Performing arts was assigned to both the Business & Journalism and Education & Fine Arts Subcommittees. Business Items The termination of the Mountain Studies Minor was approved. MART 201, History of Technology in Digital Arts was approved for Historical Studies by the General Education Committee and ASCRC concurred. The item will be placed on the curriculum consent agenda for the January 30th Faculty Senate meeting. The Social Science subcommittee still needs to vote on the proposed termination of the Political Science / History joint BA. Although the Writing Committee requested that the following sentence (Students are required to take a discipline approved advanced writing course) be added to the General Education Website, ASCRC did not approve. It recommends that the Registrar meet with the Writing Committee to discuss the issue. ASCRC briefly discussed the feedback request from OCHE (appended below). Two-year campuses cannot offer 300-level courses. Some of its 200-level courses have similar content as 300-level courses at four-year campuses. In some cases campuses have agreed that students transferring with the 200-level course would not need to retake the 300-level course. OCHE would like the four-year campuses to consider whether the courses must be offered at the 300-level. These discussions will need to take place in the programs. UM is currently processing these requests according to the recommendations with the exception of D. The course meets the program requirement but not the upper-division requirement. There are concerns that students that take the 200-level course may not be as prepared as students that take the 300-level course. The quality of two-year campus courses can be variable. Vice President Lindsay indicated OCHE is facilitating meetings of Faculty Learning Outcomes Committees. The Office for Student Success is working on a website to explain the withdrawal process to students. It will be available soon. The Workgroup determined that a Cyberbear Workflow was not needed. Business Services is currently recruiting for the position that would conduct the exit interviews. The Advanced Options Workgroup is waiting to meet with Vice President Cole to discuss marketing ideas for students. The Retention and Withdrawal Workgroup may ask ASUM to draft a resolution for student success. Professor Coffin attended the Priorities for Action meeting over the break. The group is working to develop metrics for how to measure student progress. ASCRC should identify where there are road blocks in the curriculum. It may want to meet with the Diversity Advisory Council to discuss how to identify minority populations that are at high-risk and how they can be supported. Good and Welfare The Registrars Office is helping to organize the Martin Luther King Day events on campus. Events include a movie screening, a rally at Caras Park, and a Community Social. There are posters around campus. In particular, 3/400 level courses are functionally being listed as equivalent to 1/200 level courses. We need to address these somehow. I would like to propose an adjustment to the policy to allow for a continuation of current practice, which allows for sharing between some 200 and 300 level courses. Several of the CCN faculty councils that met recently have requested such a change. Could you review and send your reactions to this proposed language? This is a change that could have unforeseen ramifications, so, once I have your comments, I plan to also send to registrars and provosts for further review. The proposed language: XII MISSION AND ACADEMIC INTEGRITY In order to maintain the respective four-year and two-year institutional missions pursuant to BOR Policy 219 and academic integrity, two-year institutions shall not offer courses above the 200 level. As such, courses at the 300- and 400-level cannot be listed as equivalent to 100- or 200-level courses. If faculty intend to deem course content as equivalent, they need to align the courses at the appropriate grade level. In rare cases, when unanimously agreed to by a faculty disciplinary committee with representation from all institutions offering courses within the discipline, a course may be offered at both the 200- and 300- level. A request for a 200- level course to be listed as equivalent with a 300- level course will be denied unless all the following criteria are met: A 200- level offering is necessary for two-year institutions to offer a disciplinary pathway allowing A.A. or A.S. graduates to complete a bachelors degree at their transfer institution after two further years of full-time study. Shifting the course wholly to the 200- level would cause hardship for existing 4-year bachelors degree programs. If such an equivalency is approved, both listings must bear the same title and indicate they are equivalent (ex. CHMY 221 Organic Chemistry (=321)). If a course offered at both the 200- and 300- levels is transferred, the receiving institution will accept it as though it were taken natively. In cases were a student transfers a 200- level listing to a campus where the course is listed at the 300- level, the course will count for upper division credit. Campuses may still utilize local articulation agreements as transfer solutions when direct alignment will not work.
